Hasina Wittenberg is a tenacious and highly respected government affairs strategist with over 30 years of experience navigating Oregon’s legislative and regulatory landscape. Known for her relentless preparation, deep policy expertise, and unwavering work ethic, she consistently delivers results for clients across diverse sectors.

As President of Government Relations Strategies (GRS), a premier government affairs firm with offices in the Portland metropolitan area and Salem, Hasina founded the company in 2005. She brought with her a loyal core of long-term clients—many of whom she has represented for more than three decades. GRS is built on integrity, strategic advocacy, and strong bipartisan relationships, serving Fortune 500 companies, multinational corporations, trade associations, nonprofits, and local governments.

In addition to leading GRS, Hasina serves as Executive Director of the Oregon Beverage Association (since 2022), where she applies her extensive advocacy skills to advance industry priorities.

A graduate of Willamette University, Hasina’s career foundation includes roles as a legal clerk, Victim Advocate for the Marion County District Attorney’s Office, Legislative Assistant for the League of Oregon Cities, City Administrator of Falls City, Oregon, and Vice President of Western Advocates Incorporated. These experiences continue to shape her effective, service-oriented approach to public policy and client advocacy.

Jennifer joined Government Relations Strategies in 2016. She is responsible for research and data compilation, monitoring and summarizing policy debates, and providing administrative and client support. Over the last seven years, her attention to detail and organizational strengths have contributed to the company’s numerous successes on behalf of clients.  Jennifer is a United States Air Force (USAF) veteran with expertise in communications and language analysis and served as a senior consultant for a military contractor. In addition, Jennifer holds a bachelor’s degree in behavioral health and was employed in the social services field as a DHS child welfare case worker. Her diverse background and extensive training ensure and allow her to service our diverse clients.
